As envisioned, the Channel will take full advantage of the latest satellite, fiber optics and other telecommunications technologies to reach Latinos throughout the country and enable them to communicate interactively.
The Channel will have a strong public service orientation and serve both the monolingual Spanish-speaking and larger bilingual audience equally. Through public affairs programs it will address issues of significance to Latinos and Latino points of view.
The Channel will bring to the monolingual Spanish-speaking audience a kind and quality of programming that will aid its social integration into society through informational programs that, among other things, will encourage parent involvement in education, and provide information about health and citizenship services.
For the larger bilingual audience, its sphere of cultural experience will be enhanced through documentaries and performing and dramatic arts programs created by and featuring Latinos.
The English-speaking Latino audience will see programs that honestly portray the range of Latino experiences in the United States and the uniqueness of groups that make up the Latino population in this nation. Throughout, the Channel will present Latinos as role models in an affirmative light, eschewing the negative stereotypical images so prevalent in the general media.
And finally, for the non-Latino audience, the Channel will offer a greater awareness and understanding of the more than 23,000,000 people who are changing the face of the nation.
